Consumer Information Statement (CIS)

Delaware's Commission-approved agency disclosure form (§2938, Rule 10.4) explaining what a licensee may and may not do and the risks of common-law agency. It must be provided no later than the earliest of the first scheduled appointment, the first showing, or making an offer, and signed before any agreement of sale or brokerage agreement. It may be delivered electronically. Nonrenewable leases of 120 days or less are exempt, though confidentiality still applies. At open houses it need only be available.

Exam tip
'A-S-O: Appointment, Showing, Offer, whichever comes first.' A website lead sign-up does not create an exclusive relationship or duty to pay.
Example
A salesperson sets a Saturday appointment to show a web lead three homes. She must deliver the CIS by that appointment, and the buyer signs it before any offer.
