Active Management Area and Assured Water Supply (Arizona)

Arizona's 1980 Groundwater Management Act created Active Management Areas (AMAs), such as Phoenix and Tucson, administered by the Arizona Department of Water Resources (ADWR). Inside an AMA, the Commissioner must deny a subdivision public report unless the subdivider has a Certificate of Assured Water Supply, a commitment from a designated provider, or an exemption. Assured supply means water physically, legally, and continuously available for at least 100 years. Outside AMAs, inadequate water usually must simply be disclosed.

Exam tip
AMA means assured water supply for 100 years or no public report. ADWR, not ADRE, determines water supply.
Example
A 200-home Buckeye project inside the Phoenix AMA lacks an assured-supply certificate, so the Commissioner must deny the public report until it is obtained.
